Public Transportation: Where's the Carrot?

Where's the carrot for of me to use public transportation? In fact, there's very little of it left. Most of the carrots are for those who own cars. It's now easier and cheaper to drive. With the 20% toll rebate offered to frequent users of toll highways, it is now cheaper than before to drive. Can the government gives rebate to those who use public transportation frequently?

Though what you are saying is correct, indeed. But does not it becomes expensive to use private cars with soaring fuel prices!
